Dubai spends billions on hotels and markets them to the whole world. Yet when the guests leave their scores, it is the capital next door that quietly wins.
We compared the most booked hotels of three Emirati cities on Booking.com. Our sample holds 115 properties with 344,501 verified reviews, gathered from April to July 2026.

Read the fourth column twice. In Fujairah, 43% of the popular hotels score below 7. Nowhere else in our wider 22 city dataset comes close to that failure rate. More on it below.
Money buys comfort in Dubai
The weakness of Dubai sits at the bottom of its price ladder. Its upscale hotels average a solid 8.07. Down at the budget tier the average falls to 7.05, and among the twenty cheap hotels in our sample not one of them reaches a 9. A full point of guest happiness separates the tiers.
At the top, fame and quality line up for once. Atlantis, The Palm carries 20,009 reviews, the largest count in our entire dataset, and still holds a 9. Kempinski at Mall of the Emirates matches that score across 8,830 opinions. Big flagships usually sag under their own volume. Dubai’s do not.
One budget brand also earns a mention. The ibis at World Trade Centre holds a 9 from 4,617 reviews at a mid tier price, proof that a cheap bed in Dubai can work when a disciplined chain runs it.

The capital does cheap far better
Abu Dhabi’s budget hotels average 7.50, nearly half a point above Dubai’s. One of them, Al Maha Arjaan by Rotana, holds a 9 from 3,452 reviews at a mid price. Tiers sit closer together too, 7.50 against 8.17 for the upscale group.
Depth is the other advantage. Radisson Blu on the Corniche holds a 9 across 11,112 reviews. Khalidiya Palace and the Sheraton resort do the same with more than 6,700 each. Three big beach properties with that record give the capital a bench Dubai’s mid market cannot match.

Stars mean more here than anywhere else

Across the Emirates a three star hotel averages 6.87 while a five star one averages 8.29. That spread of 1.42 points is the widest we found in any country we measured. In Thailand the same gap is half a point. In China it nearly vanishes.
The lesson is simple. Star ratings are a lazy signal in most places. In the UAE they work. When the budget is fixed, a four star place at a discount beats a three star place at full price almost every time.
Fujairah needs care
Fujairah posted the lowest numbers of any city in our wider dataset. Its cheap hotels average 5.38. The resorts along its coast average 8.00. Few markets punish a wrong booking this hard.
The safe names are easy to list. Palace Beach Resort holds a 9 from 1,989 reviews. Royal M by Gewan and Al Bahar Hotel both hold an 8 across thousands of opinions. Beyond the beach strip, quality falls off a cliff.

Timing your trip
November to March is the season worth planning for. Days sit near 25C, the sea is swimmable and every terrace is open. Rates peak then too, above all around New Year.
Summer flips the market. From June to September the air passes 40C and outdoor life stops in the afternoon. Hotels answer with cuts of 40% and more, so a July weekend at a 9 rated beach resort can cost less than a January night at a mediocre one. Malls, museums and the metro are air conditioned, and pools stay open after dark. Travellers who accept an indoor rhythm get the best rooms in the country at their cheapest.

Scores come from Booking.com listings of the most booked hotels in each city, up to fifty per city, collected April to July 2026. Fujairah’s market is small, so its sample is sixteen hotels. Quote any number here, with a link back as the source.
